Why I’m Running

A life and career dedicated to service

I've spent more than two decades helping large organizations, government entities and the US Air Force units build the kind of culture where people want to stay, grow, and do their best work. I want to take this work and lean into our amazing community. As a mom of four kids across ISD 194, from Cherry View Elementary to Century Middle School to Lakeville North, with my oldest a Lakeville South graduate, I know what a strong school community looks like from the inside and what students, parent and staff need to be successful and cared for along the way.

My approach is built on a foundation of execution, from active-duty military intelligence service through two decades leading in safety, human resources data and analytics, learning and development, talent management, and employee engagement for global publicly traded companies. I'm running for school board because Lakeville and the surrounding areas deserves that same disciplined, people-first leadership: planning for growth without losing sight of the people doing the work, and treating a kids-first focus, staff retention and culture as the foundation everything else is built on. ‍

My Priorities

Smart, Sustainable Growth

ISD 194 is one of the fastest-growing districts in the state, and growth without a plan creates strain on classrooms, boundaries, and budgets. I'll bring the same workforce and capacity planning discipline I use professionally to make sure our district grows in a way that serves students and stays sustainable for taxpayers.

Updated text: We've added roughly 800 students in five years, with about 500 more expected and 9,000 housing units approved. Families have been moved across boundary lines twice in three years. We need to do better for our families and students. I've spent my career forecasting what an organization will need before it needs it, and that's the discipline I'll bring to enrollment, buildings, and budget.

Staff Retention as Our Competitive Advantage

Great schools are built by the people who show up every day: teachers, staff, and administrators. I've spent my career building the kind of culture that keeps talented people engaged and in place. I'll bring that same focus to ISD 194, so Lakeville is a district our best educators choose to stay in, not just start in. Added Text: Every teacher we lose costs us money, time, and a relationship with our kids. Retention isn't a soft issue. It's the whole game, and it's what I've done professionally for two decades.

Work with families…Often, Early and Honestly

Big decisions that involve families and impact their daily life is an incredibly difficult situation. People don't get angry because a decision was hard. They get angry when they find out late and aren’t aware of the larger strategy for our schools. I'll push for boundary maps, budget tradeoffs, and building plans to be public and plain-language before the vote, not explained afterward. I value a community voice and will continue to advocate for open and often communication.

About Mel

Mel Joseph is a Minnesota native from Duluth who settled in Lakeville with her family in December 2016. She has three children currently enrolled in and a graduate of ISD 194 schools and her family is active in the district's athletics and parks and recreation programs.

Mel's career began in military intelligence, serving on active duty and as a government civilian, where she led global training operations and earned the Department of Defense's 480th Wing Civilian Employee of the Year Award. She went on to lead human resource functions and employee safety in global publicly traded companies, drawing on more than 25 total years of HR experience. She holds an MBA in nonprofit organizational management and a BA in Human Resources Management from American Military University.
